New winter tread-depth requirements are in effect. Data from Svinesund shows 10.5% of inbound heavy vehicles arrive on illegal tyres.

From Nov 1st all heavy vehicles travelling Norwegian roads are required to have a minimum of 5 mm tread depth on all tyres. During the summer months, the equivalent requirement is 1.6 mm. Here is a status from the Svinesund border checkpoint on Nov 1st, presenting how well inbound heavy vehicles comply with the legal requirements.

10.5% of the inbound trucks are wearing illegal tyres and should be prevented from entering Norway. This means that around 150 unsafe trucks are entering Norwegian roads each day through the Svinesund border alone.

A substantial amount of goods transported to and from Norway pass through the E6 highway in the south, entering the country through Svinesund. As Norway is not part of the EU, this is an active border crossing where all freight must stop for customs clearance. Since May, Roadguard's tyre control system has been conveniently installed and is fully operational at this location, providing precise data to answer the question of legality of heavy vehicle tyres.
